It appears the download page for the RSAT tools for Windows 7 is down. Never fear! I have the direct download links here:
Remote Server Administration Tools is a set of tools provided by Microsoft to remotely manage Microsoft server resources such as Active Directory, Distributed File System, File Server Resource Monitor and Internet Information Services. This is the newer version of the Administration Pack (adminpak) provided by Microsoft for Windows Server 2003.

After installing RSAT, you will need to “turn on” the feature in Windows 7. Here is how:
Click on Programs in the Control Panel
Click on Turn Windows features on or off
Select the RSAT tools you want to turn on. I chose all of them.
Windows 7 will turn on RSAT.
All of the RSAT snap-ins will now be in Adminstrative Tools.
